10° Torneo Internazionale di calcio Trofeo di Jesolo

Art. 1 ORGANIZZAZIONE

Il Torneo Internazionale di calcio Trofeo di Jesolo, organizzato dalla società sportiva. Polisportiva Palazzina (con sede: Verona, Via Palazzina 220.) US Carianese Calcio, in collaborazione con il Comune di Jesolo, lo Jesolo Turismo S.p.a.e la Fondazione Euro-Sportring, sarà diretto secondo le regole della International Football Associations Board (IFAB) (Ultima Edizione) fino a quando non intervenga un altro articolo descrivente qualcosa di diverso. Il torneo si disputerà nei giorni 06, 07 e 08 Aprile 2012 presso l'impianto sportivo di Jesolo e comuni vicini.

La Società organizzatrice ha ricevuto dalla FIGC l'autorizzazione necessaria per l'organizzazione di questo Torneo.

Art. 2 CATEGORIE/DURATA GARE/FORMULA DEL TORNEO

U19 - Juniores nati dal 01.01.1993al compimento anagrafico del 16° anno di età – durata partita: 2 x 20 min. senza intervallo Formula del torneo: 1 girone da 6 squadre. Girone all’italiana. Finale tra il primo e secondo del girone

A causa delle differenti categorie di età, stabilite dalle Federazioni di Calcio delle varie nazioni Europee, l’organizzatore del torneo può concedere nella categoria A dei fuori quota alle squadre provenienti dai seguenti paesi:

Italia: 5 giocatori nati il o dopo il 01.01.1992
Svizzera: tutti i giocatori nati il o dopo il 01.01.1992

U17- Allievi Giocatori nati dal 01.01.95 al compimento anagrafico del 14° anno di età. Per gara due tempi della durata di 15 minuti ciascuno, senza intervallo Formula del torneo: due gironi da 4 squadre. Gironi all’italiana. Incroci per i vincitori ed i secondi dei gironi, finalissima e gara per i posti 3 e 4. Incroci per i terzi ed i quarti dei gironi, gara per posti 5-6 e gara per i posti 7 e 8

U16 - Allievi Giocatori nati dal 01.01.96 al compimento anagrafico del 13° anno d’età. Per gara due tempi della durata di 15 minuti ciascuno, senza intervallo Formula del torneo: due gironi da 5 squadre. Gironi all’italiana. Finalissima per i vincitori dei gironi e gara per i posti 3 e 4 per i secondi dei gironi. Gara tra i terzi per i posti 5-6, tra i quarti per i posti 7-8, tra i quinti per i posti 9-10

U15 - Giovanissimi Giocatori nati dal 01.01.97 al compimento anagrafico del 12° anno di età. Per gara due tempi della durata di 15 minuti ciascuno, senza intervallo Formula del torneo: due gironi da 4 squadre. Gironi all’italiana. Incroci per i vincitori ed i secondi dei gironi, finalissima e gara per i posti 3 e 4. Incroci per i terzi ed i quarti dei gironi, gara per posti 5-6 e gara per i posti 7 e 8

U14 - Giovanissimi Giocatori nati dal 01.01.98 al compimento anagrafico del 12° anno di età. Per gara due tempi della durata di 15 minuti ciascuno, senza intervallo.Formula del torneo: due gironi da 5 squadre. Gironi all’italiana. Finalissima per i vincitori dei gironi e gara per i posti 3 e 4 per i secondi dei gironi. Gara tra i terzi per i posti 5-6, tra i quarti per i posti 7-8, tra i quinti per i posti 9-10

                                     U13 -   Esordienti Giocatori nati dal 01.01.99 al compimento anagrafico del 10° anno età.
                                      Le partite si giocano 11>11 su campo di dimensioni regolamentari, porte regolamentari ed
                                      utilizzo di palloni no. 4 (Deroga F.I.G.C. – S.G.S.) Per gara due(Deroga F.I.G.C. – S.G.S.) tempi
                                      della durata di 15 minuti ciascuno, senza intervallo. Formula del torneo: due gironi da 5 squadre.
                                      Gironi all’italiana. Finalissima per i vincitori dei gironi e gara per i posti 3 e 4 per i secondi dei
                                      gironi.Gara tra i terzi per i posti 5-6, tra i quarti per i posti 7-8, tra i quinti per i posti 9-10

U11 - Pulcini Giocatori nati dal 01.01.2001 al compimento anagrafico del 8° anno di età. Per gara due (Deroga F.I.G.C. – S.G.S.) tempi della durata di 15 minuti ciascuno, senza intervallo.Ogni gara si articola in una partita 7 contro 7 su campi di dimensioni ridotte con porte ridotte (mt. 4x2) e utilizzo di palloni del n. 4. Non sono consentiti calci di rigore e/o tempi supplementari. Formula del torneo: due gironi da 4 squadre. Gironi all’italiana. Incroci per i vincitori ed i secondi dei gironi, finalissima e gara per i posti 3 e 4. Incroci per i terzi ed i quarti dei gironi, gara per posti 5-6 e gara per i posti 7 e 8

Art. 3 PRESTITI

Sono consentiti nelle sole categorie Allievi e Giovanissimi un massimo di 3 calciatori, non intercambiabili e validi per l’intera durata del torneo. Tali prestiti possono essere convenuti solo con Società non partecipanti al torneo. Ogni giocatore avuto in prestito deve presentare prima dell’inizio del torneo un nulla-osta rilasciato dalla società di appartenenza.

Art. 4 ELENCHI GIOCATORI ( Deroga F.I.G.C. – S.G.S. per il numero di giocatori)

Le società partecipanti dovranno presentare all'organizzazione del torneo, prima del suo inizio (all'arrivo), l'elenco dei calciatori che intendono utilizzare, fino ad un massimo di n° 20 giocatori (cat. E e D con 7-7 o 6-6 giocatori: nº 16), incluse le sostituzioni. Dopo l'avvenuta consegna è proibito apportare modifiche a tali elenchi. Nella distinta da presentare all'arbitro prima della gara saranno indicati fino ad un massimo di giocatori 20 (cat. E con 6-6 giocatori: nº 16)

L'età dei partecipanti sarà controllata per mezzo di tesserini federali di identificazione prima dell'inizio di ogni incon¬tro, anche da parte del responsabile di campo. A tal fine ogni atleta dovrà essere presente sul campo almeno 30 minuti prima dell'ini¬zio della partita.

Lo stesso giocatore non potrà partecipare che in una sola squadra durante la durata intera del torneo.

Art. 5 SOSTITUZIONI

a. Nelle categorie B e C sono consentite sette sostituzioni di giocatori per squadra in qualsiasi momento della gara e independen¬temente dal ruolo.

b. Nelle categorie D ed E sono consentiti i cambi "liberi" per l'intera durata della gara (Deroga F.I.G.C. - S.G.S.)

A un giocatore, delle categorie B e C , che è stato sostituito durante una partita, non è consentito il rientro nella stesa partita.

Art. 6 SOCIETÀ PARTECIPANTI

Al torneo prenderanno parte le sottoindicate società: vedere lista separata.

Art. 7 CLASSIFICHE

Le classifiche nei gironi eliminatori verranno stabilite in base ai seguenti criteri: tre punti per la vittoria, un punto per il pareggio e zero punti per la sconfitta. Nella prima fase di qualificazio¬ne, se due o più di due squadre finiscono il loro girone a parità di punti, valgono i criteri in ordine elencati:

a) esito degli incontri diretti; b) differenza reti totale degli incontri disputati; c) maggior numero di reti segnate sul totale degli incontri disputati; d) sorteggio.

Art. 8 TEMPI DI GARA

Le gare sisvolgeranno in due ( Deroga F.I.G.C. – S.G.S. per le categorie D ed E)

Cat. B/C/D/E: 2 x 15 minuti

Art. 9 CALCI DI RIGORE

(Previsti nelle finalissime/finali, semifinali o altre partite ad eliminazione diretta.)

In caso di parità al termine dei due tempi regolamentari si procederà all'esecuzione dei calci di rigore con le modalità stabilite dalla regola 7 delle regole di gioco e delle decisioni ufficiali. Nella categoria Pulcini i calci di rigore sono vietati.

Art. 10 ARBITRI

Le gare saranno dirette da arbitri federali F.I.G.C./A.I.A.

Nella categoria D e E con 7-7 o 6-6 giocatori le gare saranno dirette da tecnici o dirigenti messi a disposizione dalla società organizzatrice. In ogni caso i rapporti gara con le allegate distinte giocatori saranno trasmesse al comitato di competenza nei termini previsti per la necessaria visione del G.S.

Art. 11 DISCIPLINA DEL TORNEO

La Disciplina del Torneo viene affidata al Giudice Sportivo (G.S.) titolare o Supplente del Comitato di Competenza.

Art. 12 AUTOMATISMO DELLE SANZIONI (per i tornei a rapido svolgimento) (Deroga F.I.G.C. - S.G.S. per le categorie D ed E)

E' previsto l'automatismo delle sanzioni con le seguenti modalità:

- Il giocatore espulso durante una gara non potrà partecipare alla gara successiva salvo maggiori sanzioni inflitte dal G.S.;
- Il giocatore che nel corso del torneo incorre nella seconda ammonizione sarà squalificato per una gara su declaratoria del G.S.

Art. 13 RECLAMI

Reclami contro le decisioni dell'arbitro non sono ammessi. Eventuali reclami contro altri dovranno essere presentati al G.S. entro 10 minuti dalla fine della gara in questione, accompagnata dalla tassa di Euro 50,-. Copia del reclamo dovrà essere consegnata alla controparte sempre nei termini di 10 minuti.

Art. 14 ARTICOLI SUPPLETIVI

A. Ogni squadra è tenuta a mettere a disposizione dell'arbitro un guardali¬nee per le partite in cui è impegnata.

B. Sono ammesse nello stesso torneo e nella stessa categoria più di una sola squadra della stessa società (Deroga F.I.G.C. - S.G.S.)

C. Nei gironi il risultato della gara in oggetto di una squadra sarà dichiarato nullo (salvo decisione del G.S.) nel caso in cui:

- quella squadra, senza ragione valida, non si presenti in tempo per una gara,
- quella squadra abbia giocato con un giocatore non autorizzato,
- l'arbitro decida di sospendere una gara a causa della cattiva condotta dei giocatori di quella squadra.

Nel turno intermedio di qualificazione (eliminazione diretta) e nelle finali nei casi suindicati, la squadra in oggetto sarà dichiarata sconfitta con il risultato di 0-3.

D. Ogni squadra deve essere accompagnata da almeno un dirigente maggioren¬ne. I suoi dati (nome-indirizzo-data di nascita) debbono essere menzio¬nati sulla lista dei giocatori. Il dirigente è responsabile per il comportamento dei giocatori, sia sul campo sportivo che in altri luoghi messi a disposizione dei partecipanti.

E. Qualsiasi tipo di rapporto per cattiva condotta nel contesto del torneo sarà inoltrato alla Federazione Nazionale del paese ospitante che a sua volta prov¬vederà ad inoltrarli alle rispettive Federazi¬oni.

F. Le maglie di gioco dovranno recare la numerazione progressiva da 1 a 20 (categoria D e E con 7-7 o 6-6 giocatori: 1 - 16). Ogni club è obbligato a procurarsi una seconda maglia di colore contras¬tante. Se, prima che l'incontro abbia inizio a giudizio dell'arbitro i colori sociali di entrambe le squadre mostrasse¬ro minima differenza, la squadra che viene nominata per prima nello schema delle gare dovrà cambiare maglia.

G. Il Comitato organizzatore si riserva la facoltà di variare il calendario degli incontri in caso di circostanze impreviste.

H. Responsabilità. Le Società partecipanti sono tenute ad avere un'adeguata assicurazione sui giocatori. La/le Società organizzatrice(i), il Comitato Organizzatore, il Comune e la Fondazione Euro-Sportring non sono responsabili per danni e perdite o furti alle persone ed alle proprietà di qualsiasi parteci¬pante al Torneo, ad eccezione degli Arbitri impegnati nella direzione delle gare, per i quali valgono le norme FIGC.

I. A un giocatore che è stato sostituito durante una partita, non è consentito a rientrare di nuovo nella stessa gara.

Art. 15 COMITATO DEL TORNEO

Sarà predisposto un comitato di torneo che, sarà responsabile per qualunque disputa, protesta, reclamo o circostanza non prevista. Il comitato sarà composto dalle seguenti persone:

Se necessario il comitato del torneo inoltrerà rapporto alla propria federazione nazionale Il comitato non accetterà proteste o reclami sulle decisioni prese dagli arbitri Il Comitato provvederà a segnalare alla propria federazione nazionale o internazionale preposta ad adottare i provvedimenti ritenuti opportuni ogni giocatore ed ogni membro delle delegazioni partecipanti ritenuti colpevoli di condotta antisportiva durante il torneo.

Art. 16 NORME GENERALI

Per quanto non previsto dal presente regolamento, valgono le disposizioni dei regolamenti federali in quanto compatibili, e quelle riportate sul Comunicato Ufficiale n° 1 del Settore Giovanile e Scolastico relativo alla stagione sportiva in corso.

TOURNAMENT RULES

9th International Football tournament
Trofeo di Jesolo – 2012
06, 07 e 08Aprile 2012

ART. 1 ORGANISATION

The international football tournament Trofeo di Jesolo, organized by.Polisportiva Palazzina ASD (..Via Palazzina Verona.) US Carianese Calcio, in collaboration with the muni¬cipality of Jesolo, L’Jesolo Turismo SPA and the Euro-Sport¬ring foundation, shall be played in accor¬dance with the rules of the International Football Associations Board (IFAB) (Last Edition) as far as no other article describes anything else. The tournament will take place on 02th, 03th and 04th of April 2010at the sports grounds of Jesolo and of other locations in the neighborhood.

The organizing club has received from the FIGC the necessary permission to host the tournament.

ART. 2 CATEGORIES/PLAYING TIME/TOURNAMENT FORMULA

A Boys born from 01.01.1993 up until the 16th birthday
Playing time: 2 x 20 minutes per match without break

Formula of the tournament: two groups of five teams. Group matches. Final for the group winners and match for the places 3 and 4 for the seconds of the groups. Match between thirds for the places 5-6, between fourths for the places 7-8 and between thirds for the places 9-10.

B1 - Boys born from 01.01.95 up until the 14th birthday.
Per match two times of 15 minutes each without break.

Formula of the tournament: one group of six teams. Group matches. Winner of group is the winner of this category.

B2 - Boys born from 01.01.96 up until the 14th birthday.
Per match two times 15 minutes each without break.

C1 - Boys born from 01.01.97 up until the 12th birthday.
Per match two times of 15 minutes each without break.

Formula of the tournament: two groups of 4 teams. Group matches Crossing matches for the firsts and seconds of the groups, final and match for the places 3 and 4. Crossing matches for the thirds and fourth of the groups, match for place 5-6 and match for the places 7 and 8

C2 - Boys born from 01.01.98 until the 12th birthday.
Per match two times of 15 minutes each with break.

D1 - Boys born from 01.01.99 until the 31.12.99,
Per match two (Special permission F.I.G.C. – S.G.S) times of 15 minutes each without break. Eleven players per team.
Formula of the tournament: two groups of five teams. Group matches.
Final for the group winners and match for the places 3 and 4 for the seconds of the groups. Match between thirds for the places 5-6, between fourths for the places 7-8 and between thirds for the places 9-10.

D2 - Boys born from 01.01.2000 up until the 8th birthday.

Per match two (Special permission F.I.G.C. – S.G.S) times of 12 minutes each without break. Each match is played 7 against 7 players per team on a reduced pitch with reduced goals (4 x 2 meters) and using balls number 4.

E - Boys born from 01.01.2001 up until the 8th birthday.

Formula of the tournament:

ART. 3 LOAN PLAYERS

Lending players is allowed (max 3 players) only in the age categories, B and C when provided with a clearance and only within teams not participating in the tournament as for F.I.G.C. regulation. The lended players are not interchangeable for the duration of the whole tournament. Each player must have been lent before the tournament started.

ART. 4 PLAYERS LISTS (Special permission F.I.G.C. – S.G.S. for the number of players).

Prior to the beginning of the tournament (at the arrival) the participating clubs must submit to the organizers a registration sheet with a maximum of 20 players (cat. E and D with 7-7 or 6-6 players: 16 players), including substitutions. Those registration sheets cannot be subjected to changes afterwards. The list to be presented to the referee before the match must mention a maximum of 20 players (cat. E and D with 7-7 players: 16 players).

The ages of the participants will be checked before the beginning of every match, also from the side of the responsible person on the sports ground, via the identity cards of the federation. Therefore every player has to be present at the playground at least 30 minutes before the start of the match.

The same player is not allowed to participate in more than one team during the whole tournament.

ART. 5 SUBSTITUTIONS

a. In the categories A - B and C seven substitutions per team are allowed at any time during the game and regardless the role of the players.
b. In the categories D and E free substitutions are allowed during the whole game.
(Special permission F.I.G.C. – S.G.S.)

ART. 6 PARTICIPATING CLUBS

The following clubs will participate in the tournament: see separate list.

ART. 7 CLASSIFICATION

The final positions of teams in the preliminary rounds will be determined according to the following principles: three points for a win, one point for a draw, zero points for a loss.

Where two or more teams are level on points in their group the following will apply:

a) the result of the mutual match(es); b) total goal difference of all matches played; c) most goals scored in all the matches played; d) drawing of lots.

ART. 8 PLAYING TIMES

The matches will take place in two (Special permission F.I.G.C. – S.G.S. for the categories D and E) halves:

Cat. A 2X20 minutes
Cat. B/C/D/E: 2 x 15 minutes.

ART. 9 PENALTIES

(Only in finals, semi-finals or other matches with direct elimination).

In the event of a draw after the two regular halves, penalty kicks will be taken in accordance with the system laid down in rule 7 of the playing rules and the official decisions. In the E category penalties are not allowed.

ART. 10 REFEREES

The matches will be controlled by referees affiliated to the F.I.G.C./A.I.A.

In the category E and D with 6-6 or 7-7 players the matches will be controlled by technicians or leaders put at disposal by the organizing club.

In all cases the match reports, together with the attached players lists, will be handed over to the organization committee in due time, in order to be checked by the O.J.

ART. 11 CONTROL OF THE TOURNAMENT

The control of the tournament will be entrusted to the Official Judge (O.J.) appointed or his substitute of the Competent Committee.

ART. 12 AUTOMATISM OF THE SANCTIONS (for the tournaments with games of short duration) (Special permission F.I.G.C./S.G.S. for the categories D and E)

In the following cases the sanctions will be automatically applied:

- The player sent off during a match is not eligible to play in his team’s next game, unless the O.J. decides to take a more serious disciplinary measure.
- The player who receives a second caution during the tournament will not be eligible for one match upon decision of the O.J.

ART. 13 PROTESTS

Protests against the decision of the referee are not accepted. All other protests should be presented to the O.J. not later than 10 minutes after the end of the match involved, together with a protest-fee of Euro 50,-. A copy of the protest has to be given to the adversary, also within 10 minutes after the end of the match.

ART. 14 ADDITIONAL ARTICLES

A. Each team must designate one person to act as linesman in the matches of that team.
B. In the same tournament and the same age category are allowed to play more than only one team of the same club (special permission F.I.G.C. – S.G.S.)
C. In case of group matches the result of the match concerned of a team will be rendered invalid (unless other decision of the O.J.) in the following cases:

- if that team is late for a game without a valid reason,
- if that team uses an ineligible player,

- if the referee has to abandon a game due to misconduct of players of that team.

In the intermediate- and final rounds (where there is question of direct elimination) the team concerned looses automatically its match with the result 0-3 in the cases mentioned above.

D. Every team must be accompanied by at least one adult (over 18 years of age). The name, address and date of birth of this adult must be mentioned¬ clearly on his team's registration sheet. This adult will be in the cases mentioned above responsible for the behavior of his players, on the playground and on all other places available to the group.

E. All misconduct reports arising from the tournament will be forwarded to the National Association of the host club who will forward these reports to the National Associations concerned.

F. The shirts of the players must be foreseen with the numbers from 1 to 20(category E and D with 6-6 or 7-7 players: 1 to 16) . Every team is obliged to bring a second choice strip of contrasting color. If, according to the referee, before the start of the match, the colors of the clubs are too similar, the team mentioned first in the program of the matches must change.

G. The tournament committee has the right to alter the competition schedule should unforeseen circumstances occur.

H. Responsibility. It is the responsibility of each participating team to make sure that adequate insurance cover is provided for their players. The organizing club(s), the organizing committee, the city authorities and the Euro-Sportring Foundation are not responsible for damage to and loss or theft of possessions or equipment of participants or clubs. They are also not responsible for personal harm or injury to participants, with exception of the referees of the matches for which are valid the laws of the FIGC.

I. It is not allowed that a player who has been substituted during a match, re-enters the same game by substituting another player.

Art. 15 TOURNAMENT COMMITTEE

A committee of the tournament will be formed, which is responsible for any disputes, protests, complains or circumstances not foreseen. The committee will be composed by the following people:

If necessary the committee of the tournament will forward all reports to their national soccer federation The committee will not accept protests or complains on decisions made by the referee.

The committee will take care of informing the national or international federation, for taking further steps if necessary, to every member of the participating clubs which is guilty to non-sportive behavior during the tournament.

Art. 16 GENERAL

In all cases not foreseen in these tournament rules, are valid those instructions as laid down in the rules of the federation for so far compatible and the instructions mentioned in the Official Communications Number 1 of the Youth– and School section of the federation of the current season.
